LaToya C. Caesar-Crawford, J.D. ('28), MSEdL, MSEd, is an executive strategist, government and external affairs leader, and Founder and Managing Consultant of New Dream Consulting.

 

LaToya's perspective is shaped by the life she has lived beyond her titles. Born and raised in New York City, she came of age in communities where resilience was not an abstract idea—it was necessary. She is a wife, mother, daughter, first-generation law student, and a woman who has learned that life rarely unfolds in a straight line.

 

With more than 20 years of leadership experience, she has worked across government, education, nonprofit, business, and community sectors, helping organizations navigate complex challenges, build strategic partnerships, strengthen operations, and move important priorities forward.

Her work sits at the intersection of strategy, relationships, public policy, organizational leadership, and execution, bringing together the people, systems, and ideas necessary to turn ambitious goals into action.

Strategy, Education, Government & External Affairs​

LaToya has built a career helping leaders and organizations navigate government, public institutions, and complex political and community environments. Her experience spans municipal, county, state, and federal government and includes advising public-sector leaders, supporting major political campaigns, developing government relations strategies, and helping organizations build relationships with the decision-makers who influence policy, funding, and public priorities.

Earlier in her career, LaToya helped establish the first dedicated government relations function for a major North Carolina municipality, developing relationships across federal, state, and local government and advancing priorities involving infrastructure, public safety, affordable housing, economic and community development, and legislative advocacy. LaToya oversaw the municipality’s federal and state lobbying teams, worked directly with members of its state and federal legislative delegations, and led an intergovernmental strategy that helped secure more than $17 million in federal and state grant funding in a single fiscal year. That continues to inform a much broader body of work at the intersection of government, strategy, relationships, and institutional leadership.

Her public affairs experience includes strategic advising for major statewide campaigns, including a campaign for North Carolina Superintendent of Public Instruction; supporting and engaging members of Congress and their staffs, county commissioners, city council members, state and local officials, college presidents and other public leaders; and helping elected officials and candidates think strategically about community engagement, stakeholder relationships, messaging, public priorities, and the constituencies they serve.

LaToya has also worked directly with institutions navigating the federal government, including engagement with the U.S. Department of Education, and has become deeply involved in efforts supporting Historically Black Colleges and Universities as they address institutional sustainability, federal relationships, public-sector partnerships, regulatory challenges, and opportunities for renewed investment and growth.

Across these experiences, LaToya's role is often the same: understand the environment, identify who needs to be at the table, build the relationships, clarify the strategy, and help move the issue forward. She brings an ability to operate comfortably across government, education, business, nonprofit, and community spaces, connecting institutions and leaders that do not always naturally work together.

Today, that experience informs New Dream Consulting's work with leaders and organizations that need help navigating government, developing public-sector strategy, engaging elected and appointed officials, building coalitions, strengthening external relationships, and advancing important institutional or community priorities.

Education, Leadership & Equity

Education has been a defining thread throughout LaToya's career. She has served as an educator, school leader, and district-level administrator in major urban and suburban school systems, leading teams, managing complex operations, overseeing budgets of up to $4 million, and advancing priorities involving student achievement, organizational improvement, leadership development, and community engagement.

Her experience at both the school and district levels strengthened her ability to lead people, manage change, align resources with priorities, and move organizations toward measurable results. She has also mentored and developed leaders, helping strengthen leadership capacity across schools and systems.

​

Equity has remained central to LaToya's leadership philosophy. She believes that talent, potential, and brilliance exist everywhere, while access and opportunity do not. That belief continues to shape how she approaches leadership, strategy, government relations, partnerships, and organizational decision-making.​
